Interactive Dialogue with the Assistant Secretary General for Human Rights on the report of the Secretary-General on cooperation with the United Nations, its representatives and mechanisms in the field of human rights; intervention by the Lublin Triangle States 

Thank you, Mr. (Vice) President, 

I have the honour to deliver this statement on behalf of the countries of Lublin Triangle – Poland, Ukraine and my own county Lithuania.  

We thank the Secretary-General for the report and Assistant Secretary General for the presentation of the report. We welcome continuous efforts to ensure zero tolerance for reprisals. 

We remain alarmed by the continued repressions, both online and offline against human rights defenders and civil society actors who engage with the United Nations system. 

Our countries strongly condemn all unlawful acts by States and non-State actors targeted to discourage individuals from expressing their concerns and providing valuable information to the UN. It is also deplorable that Russia took steps to criminalise assistance to and cooperation with international bodies. This further undermines international efforts to secure accountability for crimes committed by Russian nationals, including in the context of Russia‘s war of aggression against Ukraine.

In your opinion, what preventive measures could be most effective to ensure meaningful engagement of all civil society actors, including women human rights defenders and youth, with the UN?
