National Statement of the Republic of Lithuania at 67th series of the WIPO Assemblies (Extraordinary Session)

Dear Mr. Daren Tang,

Congratulations on your appointment to a second term as Director General of WIPO. This renewed mandate reflects the strong confidence of the international community in your leadership. We commend your continued commitment to advancing the global intellectual property system and the progress achieved.

WIPO plays a vital role in safeguarding intellectual property rights and fostering innovation worldwide. As artificial intelligence rapidly advances, the Organization's policies, tools, and services must continue to evolve to ensure the global IP system remains relevant, accessible, and reliable. These developments create new challenges for the protection and enforcement of intellectual property. It is therefore essential for countries, including Lithuania, to adapt their IP frameworks and support services for all actors seeking to secure and leverage their intellectual assets globally. The Organization should continue to strengthen its pro-innovation approach.

Dear Director General,

Intellectual property offices are becoming centers of IP expertise. Cooperation and the sharing of knowledge and tools between national offices and the Organization are therefore essential and should be reflected in its work programme.

A growing focus on IP valuation and IP-backed financing is also crucial. Intangible assets — such as patents, trademarks, and proprietary technologies — are becoming key drivers of investment and economic growth. Strengthening expertise in these areas, with the Organization's support, would help startups and companies turn IP into tangible economic value and improve access to financing.

Finally, Lithuania values its active engagement and long-standing partnership with WIPO. We would be pleased to welcome you to Lithuania during your second term. We remain committed to contributing proactively to the global intellectual property landscape by fostering innovation, empowering youth and women, and strengthening SME participation. We look forward to actively participating in the Global Forum on AI in November 2026 to jointly address emerging technological developments.
