Šiandien ambasadorius Rytis Paulauskas Visuotinės periodinės peržiūros darbo grupės 23-ioje sesijoje pateikė Lietuvos rekomendacijos Ruandai: „ Ratifikuoti Tarptautinio baudžiamojo teismo Romos statutą ir su juo suderinti nacionalinius įstatymus; užtikrinti, kad nei vienas asmuo nebūtų kalinamas slapta ar neoficialiose įstaigose bei uždaryti tokias įstaigas; toliau gerinti švietimo kokybę ir užtikrinti visiems prieinamą ir nemokamą vidurinį išsilavinimą.“

Visuotinė periodinė peržiūra (angl. Universal Periodic Review, UPR) – tai unikalus žmogaus teisių mechanizmas, veikiantis nuo 2008 m. Jis laikomas viena sėkmingiausių ŽTT veiklos formų, užtikrinančių vienodą visų valstybių vertinimą. Jo metu siekiama įvertinti bendrą žmogaus teisių padėtį kiekvienoje valstybėje JT narėje. Šalių visuotinė periodinė peržiūra atliekama kas ketveri-penkeri metai. Vertinimą atlieka kitos valstybės – tiek ŽT tarybos narės, tiek stebėtojos. 23rd session of the Universal Periodic Review Working Group, 2 - 13 November 2015 Statement by H. E. Mr. Rytis Paulauskas, Ambassador, Permanent Representative of Lithuania at the review of Rwanda Mr. President, Lithuania welcomes the esteemed delegation of Rwanda. We welcome the National Report of Rwanda, just that we would have appreciated slightly more time to acquaintane ourselves with the material. Lithuania commends the decision of the Government of Rwanda to issue a standing invitation to all Special Procedures. Lithuania welcomes efforts of Rwanda to eliminate corruption, such as granting the Office of the Ombudsman the mandate to initiate prosecutions for corrupt practices. Lithuania recommends Rwanda to further eliminate corruption, to strengthen the independence of the justice system and to prevent political interference in prosecutions and trials. Lithuania also recommends Rwanda: - to ratify and fully align its national legislation with the Rome Statute of the International Criminal Court; - to continue making efforts in raising the quality of education and to ensure that secondary education is fully free and accessible to all children; - to ensure that no person is detained in secret or in unofficial facilities and to close such facilities.
