Sausio 20 d. įvykusioje Jungtinių Tautų (JT) Žmogaus teisių tarybos 20-oje specialioje sesijoje, sušauktoje dėl žmogaus teisių padėties Centrinės Afrikos Respublikoje, Lietuvos nuolatinis atstovas prie JT biuro ir kitų tarptautinių organizacijų Ženevoje ambasadorius Rytis Paulauskas paskatino tarptautinę bendruomenę toliau remti Centrinės Afrikos Respubliką siekiant atkurti šalyje taiką, stabilumą ir saugumą.  “Visos konflikto šalys turi nedelsiant nutraukti smurtą prieš civilius asmenis, labiausiai pažeidžiamos asmenų grupės- moterys ir vaikai- turi būti apsaugoti“ –sakė A. Paulauskas.

Lietuvos atstovas pasveikino JT Žmogaus teisių tarybos nepriklausomo eksperto Centrinės Afrikos Respublikai paskyrimą siekiant sustiprinti nacionalines pastangas užtikrinti, kad kaltieji asmenys už įvykdytus žmogaus teisių pažeidimus būtų patraukti atsakomybėn, o šalyje būtų atkurta teisės viršenybė. Kalbėdamas apie būtinybę tarptautinei bendruomenei solidariai atsakyti į šalį ištikusią humanitarinę krizę, ambasadorius R. Paulauskas pabrėžė Lietuvos indėlį  teikiant humanitarinę pagalbą Centrinės Afrikos Respublikai.

Sesijoje, kuri surengta Afrikos grupės valstybių prašymu, priimta JT Žmogaus teisių tarybos rezoliucija dėl žmogaus teisių padėties Centrinės Afrikos Respublikoje, JT nepriklausoma eksperte paskirta M. Keita  Boucum iš Dramblio Kaulo Kranto. Lietuva dalyvavo Konsultacinės grupės veikloje, kuri teikė rekomendacijas dėl nepriklausomo eksperto Centrinės Afrikos Respublikai atrinkimo.

20^th Special Session of the Human Rights Council

on the Human Rights Situation in the Central African Republic

Geneva, 20 January, 2014

Mr President,

Lithuania aligns itself with the statement delivered by Greece on behalf of the European Union and associates itself with the introduction of the draft resolution.

We welcome the on-going efforts by the Transitional Authorities of the Central African Republic and the international community including the Economic Community of Central African States and the African Union to resolve crisis. At the same time, we remain deeply concerned by the continuing deterioration of the security situation as well as by multiple and increasing violations of international humanitarian law and widespread human rights violations and abuses in the country.

As the High Commissioner N. Pillay stated after the findings of the OHRCR mission to the CAR in December 2013 had been released “the widespread lawlessness and gross human rights violations highlighted in these preliminary findings confirm the need for urgent action and accountability”.

All parties to the conflict must put an immediate end to violence against civilians, killings and looting. The most vulnerable groups-i.e women and children must be protected: sexual violence, recruitment and use of children in armed forces and armed groups, their killing, maiming and abductions must be ended. All perpetrators of human rights violations and abuses must be held accountable and those responsible must be brought to justice. We call on all parties to intensify national efforts aimed at accountability, reconciliation and the reestablishment of the rule of law and stress the need to involve women in conflict resolution and peace process.

In this regard, we welcome the appointment of the Independent Expert on the human rights situation in the CAR today and encourage her to undertake an urgent visit to the country. We call on all parties to cooperate fully with the mandate holder in order to allow her to fulfil her mandate pursuant to the HRC resolution 24/34.

Mr President,

Lithuania, like the whole EU, remains concerned about the seriousness of the humanitarian situation affecting the civilians in the country. We commend the joint efforts by the international community actors, including the UN and the EU and humanitarian organizations to respond to the humanitarian crisis. Today the Government of Lithuania decided to provide humanitarian assistance to the Central African Republic through the Word Food Programme. We call upon all relevant stakeholders to continue taking vitally important decisions for humanitarian assistance to those in need. We demand that all parties to the conflict ensure rapid, safe and unhindered humanitarian access to the country.

Finally, we encourage the international community and all relevant stakeholders to strengthen their efforts in assisting the Central African Republic in restoring peace, stability and security.
