Spalio 25 d. JT Žmogaus teisių tarybos Visuotinės periodinės peržiūros darbo grupėje (UPR) svarstyta žmogaus teisių padėtis Centrinėje Afrikos Respublikoje. Svarstymo metu pasisakiusios 78 šalys didžiausią susirūpinimą išreiškė  dėl vaikų teisių, rekomendavo imtis veiksmų prieš vaikų įtraukimą į karinį konfliktą bei ragino pasirūpinti tokių vaikų reintegracija į visuomenę.  Taip pat šalys rekomendavo ratifikuoti Konvenciją prieš kankinimus (CAT) bei Tarptautinį pilietinių ir politinių teisių paktą (ICCPR), paskelbti mirties bausmės moratoriumą, panaikinti nebaudžiamumą, užtikrinti taiką bei saugumą šalyje, kovoti su seksualiniu smurtu. Ambasadorius R. Paulauskas Lietuvos vardu teikė rekomendacijas dėl institucinių ir teisinių žmogaus teisių mechanizmų stiprinimo siekiant ištirti įvykdytus žmogaus teisių pažeidimus, imtis priemonių prieš vaikų įtraukimą į karinį konfliktą, ratifikuoti Vaiko teisių konvencijos Fakultatyvų protokolą dėl vaikų dalyvavimo ginkluotuose konfliktuose.

Ambassador, Permanent Representative of Lithuania

at the review of the Central African Republic

Mr. President,

Lithuania warmly welcomes the esteemed delegation of the Central African Republic and thanks for the informative National Report that indicates country’s openness to this procedure. We strongly appreciate the commitment of the Government representatives to the Universal Periodic Review mechanism and participation today despite the difficult situation in the country.

While welcoming the on-going efforts by the Government and the international community including the Economic Community of Central African States and the African Union to resolve the CAR crisis, Lithuania remains concerned about the security situation as well as the widespread human rights violations and abuses in the country. We take a positive note of the establishment of a Joint Commission of Inquiry to investigate human rights violations. In this regard, Lithuania recommends that CAR 1) strengthen the institutional and legal human rights framework in order to ensure effective and impartial investigations into all reports of extrajudicial killings, enforced disappearances, torture, other ill-treatment and sexual violence against women and children and to bring those responsible to justice, 2) facilitate immediate access for victims of sexual violence to available services.

We would like to commend CAR for ratification of the Optional protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography. At the same time, we note that despite the accepted recommendation during the first cycle of the UPR to ratify the Optional protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict, this Protocol has not yet been ratified. In this regard, we recommend to CAR: 1) to prevent the recruitment and use of children in armed forces and armed groups, 2) to pay particular attention to the protection, release and reintegration of all children associated with armed groups, 3) to intensify its efforts to ratify the OP-CRC-AC.
